The Stillwater Planning Commission on Dec. 16 approved a preliminary plat for The Canyons Sections 8 and 9, a proposed subdivision at 5502 North Perkins Road, voting 5-0 to accept staff findings and advance the proposal.
Henry Biedelheimer of Development Services told commissioners the property was originally platted and approved as part of The Canyons in 2005 but the original preliminary plat has expired, requiring a new submittal. "Those lot sizes have been increased, for some of these lots substantially, decreasing those overall lots from 111 to 66," Biedelheimer said, and he noted the site is zoned RSS (small-lot single-family), which requires a minimum lot size of 5,000 square feet.
The applicant, Aaron Ferguson of Bancroft Design, said the updated layout keeps streets largely in the same locations as the earlier plan, but Section 9 contains heavily wooded areas that prompted larger lot sizes and lower density. "Three of the out lots are for the detention ponds," Ferguson said, adding that one out lot is a utility easement and two are green space.
Biedelheimer told the commission a traffic study was not required because the 66-lot proposal does not meet the thresholds in the Land Development Code that trigger a mandatory study: 1,000 trips per day or 100 trips in a peak hour. He said developers sometimes perform studies voluntarily if they are close to the threshold and that the land development code is scheduled for revision next year.
The chair opened the public hearing and asked for comments in favor and opposition; no members of the public spoke. After staff presented findings that the proposed plat meets subdivision and zoning requirements and aligns with the comprehensive plan's guidance for low-density residential at the site, a commissioner moved to accept the findings and approve the preliminary plat as presented; the motion carried 5-0.
In other business the commission unanimously approved the Dec. 2 meeting summary, set its next regular meeting for Jan. 6, and adjourned the Dec. 16 meeting. The transcript does not identify the individual commissioners' votes by name, only the 5-0 tallies.
