Hammond City capital board approves three infrastructure funding items totaling about $102,764

HAMMOND — The Hammond City Capital Improvement Board on the evening of the meeting approved three funding allocations to support infrastructure and pedestrian safety projects and received a quarterly budget update.
Chair opened the meeting with roll call and the board approved minutes from Nov. 3, 2025, after Commissioner Muda moved to approve and Commissioner Moore seconded; the motion passed on a 6-0 roll-call vote. Commissioner Moore then reported the fourth-quarter budget, saying, “We received the fourth quarter budget. It's about 1,970,000.00,” and noted unallocated funds of about 2.16 that will roll into next year if unspent.
The board considered three line items under new business. Item 9a, funding allocation #295, authorized $50,000 for general geotechnical engineering services with Advanced Engineering Services. Councilman Wuerpel moved the item and Councilman Salinas seconded; staff said prior purchase orders returned about $74,000 to the Capital Improvement Board to fund the allocation. The motion passed on roll call, 6-0.
Item 9b, funding allocation #296, authorized $26,000 to Hawk Enterprises to install a rectangular rapid flashing beacon (RRFB) at 169th and Woodmar to improve a marked crossing. Chair described the device as “similar to” the beacon installed at Chicago Crossing at Johnson. Councilman Wirpole moved the item and Councilman Salinas seconded; the motion carried on a 6-0 roll-call vote.
Item 9c, funding allocation #297, authorized $26,764 with Midwestern Electric to replace a traffic-signal pole, mast arm and foundation at the southwest corner of Columbia. Staff reported Hammond police had identified a broken lower bracket on the existing mast arm and that suppliers declined to approve a replacement mast arm because of potential liability; staff cautioned the new pole and mast arm may not adapt to the existing foundation and that replacing the foundation could increase cost, while not requiring a new foundation would save about $3,300. Councilman Salinas moved the item and Councilman Wuerpel seconded; the motion passed on a 6-0 roll-call vote.
During discussion of the signal work, Councilman Salinas also asked staff to check signal timings at that same intersection, noting north–south traffic and turning-lane delays; a staff member identified as Dean said staff would review timing. Chair closed public expression after no audience members addressed the board. The board scheduled its next meeting for Dec. 15, 2025, and adjourned after members voted in favor of the motion to adjourn.
