Vacaville holds scoping meeting for East of Leisure Town specific plan EIR; public comment open through Jan. 2

Vacaville staff and environmental consultants on Dec. 16 opened the public scoping process for the East of Leisure Town Specific Plan environmental impact report, laying out the project scope, schedule and how residents and agencies can provide input.
Project scope and scale: Project planners said the specific plan covers about 1,317 acres in the city’s sphere of influence and would accommodate a mix of uses including approximately 4,200 residential units, about 13 acres of commercial land, an elementary school, about 19 acres of stormwater detention and roughly 7.2 acres for utilities; staff also identified a proposed 42‑acre agricultural buffer on the plan’s east side.
CEQA and schedule: Anna Radnich of Stantec, the city’s EIR consultant, explained the EIR process under the California Environmental Quality Act (CEQA). The city released a Notice of Preparation on Nov. 21 and extended the public comment period through Jan. 2, 2026. The draft EIR is expected for public review in summer 2026 with a 45‑day circulation period; the city plans a community meeting on the draft land use plan on Jan. 29, 2026.
Public concerns and scope requests: Residents urged the city to study transportation and cumulative traffic impacts, stormwater basin capacity and potential overflow, school capacity, and noise from nearby railroad operations. Staff said those topics are within the EIR’s scope and encouraged continued comment during the NOP period and in subsequent comment windows.
How to participate: Staff said they mailed notices to thousands of recipients (the NOP was sent to more than 3,000 property owners and trustee agencies and posted to the state clearinghouse) and will post materials on the city website; residents can submit comments by email, mail or at upcoming community meetings.
Next steps: The EIR consultant will prepare the draft program/project EIR, circulate it for review, respond to comments in a final EIR and bring the project back to planning commission and city council hearings in 2026–2027 as the environmental review and specific plan chapters are completed.
