The board found Costco Wholesale Corp. in violation for a damaged brick wall along the parking lot at 2655 Gulf To Bay Boulevard and entered an order requiring structural and aesthetic repairs by Dec. 19, 2025.
Kevin Maddox, code compliance inspector for Clearwater, explained the wall had three broken sections; one section was repaired after a tree fall but two breaks remained. Maddox said he had communicated with Costco’s attorney and that the city’s legal review confirmed Costco is the recorded owner for the parcel at the property appraiser’s office and therefore responsible for the repairs.
John Davidson, representing Costco, admitted the violation and confirmed insurance and contractor issues but estimated repairs would begin Dec. 1. The board entered an order requiring the respondent to correct the violations by Dec. 19, 2025, with potential fines of $150 per day per violation if not corrected; the motion carried.
The board advised Costco’s representative to keep the inspector updated about any delays.
