Council approves retirement-plan update and vendor changes for employee benefits

Kirksville — The City Council approved a group of personnel-benefit and vendor actions intended to align the city's plans with recent federal law changes and to continue administrative services for employee benefits.
Human Resources Director Crystal Daniels asked the council to authorize execution of Secure Act 2 election forms and 457 governmental plan optional provisions so employees can take advantage of federal changes and choose between pretax and Roth contributions. "This action has no financial impact on the city and only relates to the amount and type of contributions that the employees may elect on a voluntary basis," she said.
Deputy City Manager Rodney Sadler told the council Point C Health (successor to Insurance Administrators of America) will assume administrative services for the city's self-funded health plan; he said other vendors such as Cigna and Gerber Life will continue existing roles and that the change is largely housekeeping related to a corporate purchase.
The council also approved a specific agreement with Delta Dental of Missouri for 2026–2027 that will freeze rates for 2027. Staff noted the Delta Dental contract is modest in cost relative to other city spending but required council approval because of its multi-year term.
All items passed on voice votes. Councilmembers and staff encouraged employees to review plan materials and public-facing documents for details.
