Petitioner Bridal (Ryan) Gallagher told the board he purchased 1234 Eldridge Street and sought a partial release of the city’s cross‑encumbering lien so he could sell a separately owned Largo parcel at 207 Melody Lane.
City staff explained the city records a lien against a violator’s properties in the county to create leverage across multiple parcels. Staff said the Clearwater lien on 1234 Eldridge remains active and the city may continue foreclosure proceedings on that property; the board’s limited release would apply only to the Largo property shown on the form. Gallagher described a complex chain of sale through a wholesaler and said title company issues and missing disclosure blocked closings until the partial release was granted.
The board moved to grant a partial release limited to 207 Melody Lane; staff and the attorney clarified that administrative costs and existing fines on the Clearwater property are unaffected and that the city still intends to pursue remedy on the original Clearwater property. The motion passed unanimously.
The board asked staff to reflect the Largo address in the order and to limit the release language to that parcel. The partial release is recorded as an administrative action and does not reduce the outstanding fines the city is pursuing on the Clearwater property.
