Council approves integration of Rock Lake and North Park site plans into Kirksville parks master plan

Kirksville — The City Council voted to add site plans for Rock Lake Conservation Area and North Park into the Comprehensive Parks and Recreation Master Plan.
Deputy City Manager Rodney Sadler said SWT Landscape Architecture prepared the plans with partial funding from the Missouri Department of Conservation and that the drafts were shaped by multiple community open houses and stakeholder groups. The Lakes Parks and Recreation Commission endorsed the plans at its December meeting, he said.
Council discussion focused on sequencing and tradeoffs between ball fields and parking in later phases; one councilmember noted there had been more disagreement than usual in committee over the ordering of phases but that the group reached a workable agreement. The council approved the resolution to integrate the site plans.
City staff said integration into the master plan provides a roadmap for capital expenditures and phase priorities; detailed cost estimates for phased work are included in the full master-plan documents.
