At the Nov. 24 deliberative meeting, the city’s CDBG director explained a proposed substantial amendment to the FY2022–2024 Community Development Block Grant annual action plans that would move $250,000 into the Chester Park Bandshell Improvements Project. The director said the money would come from unspent administration and contingency line items across three prior years.
Councilmembers asked for clarification of the resolution’s figures, noting the line items printed in the draft looked larger than $250,000. One councilmember asked whether extra funds were being diverted to other uses; the director acknowledged he had not manually added the resolution totals and agreed to check the math and confirm the exact line-item calculations. A councilmember later verified the numbers in the room and indicated they sum to $250,000 when combined per the accounting lines presented.
The director described the change as a "substantial amendment" that requires formal action; staff said they would verify and correct the resolution if necessary before the regular meeting. The amendment is tied to the Sun Village Park and Pavilion Repair project referenced elsewhere on the agenda (Res.139) and to local ARPA-funded work previously discussed.
Next steps: staff will reconcile the line-item math in the resolution and present corrected figures for council consideration at the appropriate meeting.
