Council adopts travel policy, declares surplus vehicles, approves nuisance abatements and governance changes

At its Dec. 2 meeting, Jasper City Council adopted an updated travel-policy resolution, declared three police vehicles surplus, approved nuisance-abatement resolutions for two unsafe structures and for overgrown grass at 2511 9th Avenue, amended the Jasper Industrial Development Board’s certificate to reduce directors to nine, and voted to eliminate three advisory boards.
Jasper City Council on Dec. 2 cleared a range of administrative and regulatory items, adopting a travel-policy resolution, declaring several vehicles surplus, approving nuisance abatements and making governance changes to local boards.
Mayor Gates asked the council to adopt an updated travel policy that staff had presented at the prior work session; the council moved, seconded and voted to adopt the resolution.
Jessica (Speaker 9) asked permission to declare three police vehicles surplus: a 2005 Ford Crown Victoria, a 2003 GMC Yukon Denali and a 2002 Chevy Silverado. Council approved the surplus declaration following a motion and second.
Adam Bolton (Speaker 2) reported two residences — 1209 8th Avenue and 1208 Ellis Street — were determined to be unsafe structures and presented a nuisance-abatement resolution for those properties; council voted to adopt the resolution. Counsel Brent Morning (Speaker 8) also presented a grass-and-weeds nuisance-abatement for 2511 9th Avenue (District 5); council adopted that resolution as well.
Council considered a resolution to amend the certificate of incorporation of the Jasper Industrial Development Board to reduce the number of directors to nine and return to alternating (staggered) terms; the council voted to adopt that amendment. The council also considered and voted on an ordinance to eliminate the Architectural Review Board, the Jasper Tree Commission and the Parks and Recreation Board, which counsel said had been discussed at the work session.
All motions recorded in the meeting minutes were passed by unanimous voice votes; the meeting record does not show split or roll-call tallies by individual member names beyond affirmative responses recorded from multiple speakers.
