City Manager Elaine told council that city offices will be closed for the Christmas and New Year holidays and that a special council meeting will be held on Monday, Jan. 5 to complete swearing-in and board appointments.
Elaine reported staff observed an excavator at the Haber and National Road development site; she said the work was for a construction entrance only and that final engineering plans and a preconstruction meeting have not been approved or held. "Nothing has been approved yet as far as we have not had the final engineering plans, nor have we had the preconstruction meeting," Elaine said, adding the developer submitted materials on Dec. 11 and staff had not yet completed review.
Elaine also clarified traffic signage on Haber Road indicating that bicyclists have full use of the lane, noting that under Ohio law bicycles are treated as vehicles and the signage reflects council direction. She said gas aggregation information will be posted to the city website and social media; residents may opt out of the program, and the Palmer Group will administer gas aggregation similar to the electric aggregation program. Elaine urged residents to compare rates and read contract terms, including potential sign-up fees or multi‑year lock-in clauses.
Council members asked staff to correct a date error in the published meeting schedule and to publish aggregation details online. The manager said she would update the report and notify the public through standard channels.
