At its meeting, Wheeling City Council approved multiple procurement and infrastructure items and a spending ordinance tied to opioid-settlement funds.
The council approved second reading and adoption of an ordinance authorizing the city manager to spend $93,943 with Southern Corrosion Engineer Tank Care of Roanoke Rapids, N.C., to repair a corroded fill pipe at Oglebay Park's water tank. City Manager Mister Harrim described the repair as an emergency and said the work will be charged to the water department.
Council also considered an ordinance establishing a 30-minute parking zone in front of 2518 Chaplin Street (Monday'Friday, 6 a.m. to 1 p.m.) and an ordinance to award a $473,149 contract to Kastonbaker of Canonsburg, Pa., for Robruck Trailhead phase 1 earthwork and planting. The Robruck Trailhead funding will be split between a $250,000 EPA grant and $223,149 from project funds, as read into the record.
The council heard a report that the Rogers Sewer bonds were sold (reported in the meeting as a $61,700,000 bond sale) with strong market demand and a resulting reduction in expected interest costs, according to the city manager.
Procedural business included a motion to hold over the Traffic Commission minutes from Sept. 11, 2025, which passed.
