Wheeling council approves parking, tree work and a donation‑in‑lieu resolution in brief votes

The Wheeling City Council used voice votes on Dec. 2 to move through multiple items that required little or no discussion.
The council approved an ordinance creating a 30‑minute parking zone in front of 2518 Chaplin Street (Monday–Friday, 6 a.m.–1 p.m.). The motion to adopt the ordinance was moved and seconded with no discussion and carried by unanimous voice vote.
The council accepted held‑over traffic commission minutes from Sept. 11, 2025, and finance committee minutes from Nov. 18, 2025 by voice vote.
An ordinance authorizing the city to expend $21,440 with Blue Bridal Tree Service Inc. (Proloire, Ohio) for tree trimming and removal services at Heritage Court, to be charged to RCIP, was introduced on the consent/agenda portion of the meeting and approved by voice vote.
Council also approved a resolution proposing a donation process allowing fines in lieu of overtime parking fines to be distributed to municipal nonprofits. That resolution passed by unanimous voice vote. Separately, the council formally withdrew resolution number 4 from the agenda after a motion to withdraw was made and approved.
All recorded votes during the evening were by voice vote with no recorded dissent in the meeting transcript.
