Wheeling City Council approved a package of ordinances and resolutions at its most recent meeting, including traffic, public-works and procurement items, a Section 108 loan authorization and an investment resolution tied to recent bond proceeds.
The council adopted an ordinance creating a no-parking zone on Delaware Street near South York Street after a roll-call vote. It also approved $21,440 for tree trimming and removal at Heritage Port to be charged to the arena RCIP.
Councilors approved cybersecurity and firewall subscriptions to GHA Technologies (a multi-fund purchase split among the general fund, water and the Water Pollution Control Division) and adopted an ordinance authorizing $197,600.12 with Axon Enterprise Inc. for police equipment (body cameras, dash cameras and tasers), funded by state and federal asset-forfeiture accounts and city service fees as specified in the ordinance.
The council adopted a resolution accepting a Section 108 loan guarantee for the Ohio Valley Food and Innovation Hub and authorized the city manager to execute the related note and HUD documents. When a council member asked whether the city would be liable for the loan, City Manager Dave Herron said the repayment is made from the city’s annual Section 108 allocation and referenced a prior Section 108 loan (the Lowe’s project) as an example, noting an expected annual payment of approximately $335,000 in that case.
The council also approved a resolution to change the funding source for Greenwood storm sewer improvements so costs will be charged to 2021A bonds, and it authorized participation in the West Virginia consolidated investment fund to invest proceeds from a recent $61.3 million water/sewer bond sale for short-term return.
In other business, the mayor appointed Dr. John Holloway to the Wheeling Hall of Fame board; Holloway accepted and spoke briefly, saying he considered the honor a privilege and looked forward to serving. The council accepted traffic commission minutes from Nov. 13, 2025, and received notices of two private-club license applications (View 42 at 2247 Market Street and Esoterica at 2153 Main Street).
