The Port Angeles City Council unanimously adopted an ordinance establishing a sidewalk fee-in-lieu program and amended the ordinance’s effective date to April 1, 2026 to allow developers and permit applicants time to adjust.
Director Curtin described the months of outreach staff undertook with builders, developers and community members and said the revised ordinance reflects that input. Several developers and builders told council they supported the in-lieu fee but requested a delay from the original January effective date to allow active projects to be permitted without the new costs; John Rolston and Craig Armstrong both asked for extra time to accommodate in-progress permits.
Councilmember Lindsay moved to adopt the ordinance with the April 1 start date and to include the sidewalk fee in the master fee schedule amendment; the motion passed unanimously. Staff said a complete application submitted before the ordinance’s effective date will remain subject to the previous rules, which allows many pending projects to proceed under the existing standard.
What’s next: The ordinance amends Title 16 and 18 of the municipal code as noted in the staff report; staff will implement the new fee schedule in the city’s master fee resolution and notify applicants of the April 1, 2026 effective date.
