The commission discussed process and logistics for siting murals and sculptures: KPAC (the commission) makes recommendations on siting, Keizer City Council has authority to approve locations, and if council approves staff will pursue easements with property owners, arrange contracts with artists, and schedule Public Works to place sculptures on pads. Speaker 2 said sculpture pads are typically 6 by 6 feet and that at least one pad is believed to be in Public Works inventory; new pads would need to be costed and manufactured if required.
Separately, Speaker 1 moved and Speaker 2 seconded a motion to extend the contract with artist Rick Smith for the Iron Glory sculpture; the motion passed. The commission recorded a remaining budget line in the packet of $49.54 and discussed accounting entries that will add $627 next month, increasing available funds for programming.
What happens next: KPAC members were asked to photograph and measure potential sites (Buy Mart/BuyMark side yard, Willamette Valley Bank side yard, 45th Parallel area, Keizer Station plaza and other River Road locations) and send them to staff (Don) so KPAC can present a list of recommended sites to Keizer City Council in January. Any final placement, easement negotiation and installation will follow council approval and separate contracts with artists.
