Council approves surplus-energy agreement for wastewater plant solar array as statutory precaution

The Watertown Common Council on Dec. 16 approved Exhibit 9812, a surplus energy agreement between the Watertown Wastewater Treatment Plant and Wisconsin Electric Power Company.
Alderman Arnett and staff described the agreement as a statutory precaution tied to a solar array installed over the wastewater plant. "We are not gonna be generating any spare power," staff said, but the state requires an agreement in place so any incidental surplus can be sold under an established rate. Staff said the agreement language is set by statute and any modification would require appeal to the Public Service Commission.
Council moved and seconded the resolution and approved it by roll call. The action formalizes the rate and contractual terms required by state regulations should surplus electricity ever be available.
