Redmond staff to place $3.72 million SCADA upgrade contract with TSI on Jan. 6 consent agenda

The Redmond Committee of the Whole agreed Dec. 2 to place on the Jan. 6 consent agenda a final contract with Technical Systems Incorporated (TSI) to complete telemetry and SCADA control system upgrades across the city’s water system.
Steve Gibbs of Capital Construction said the contract is “about $3,720,000,” and that although the final contract is slightly over the original contract amount it remains within the utility’s budget, “giving back about $870,000 to the utility.” The work covers roughly 12 sites, including several flow stations, about four tanks, three wells and a final sewer lift station added through a change order; intrusion alarms at those sites will be tied into the SCADA system as part of the contract.
Council Member Nueva Camino said she was “pretty happy and excited” to see the preventative investment, adding the council should avoid waiting until equipment fails. With no objections raised by council members, the chair said the item will return on the consent agenda at the council’s Jan. 6, 2026, meeting.
The presentation did not include a formal vote tally; staff characterized the final contract as within budget and available for consent approval in January. Staff and council did not discuss implementation schedule details in this session beyond confirming change orders and the inclusion of Lift Station 18.
