Board declines to act on PECA repeal resolution after divided debate

A resolution regarding the Professional Educators Collaborative Conferencing Act (PECA) drew extensive debate Dec. 11, after board member Tidwell introduced a proposed resolution to recommend repeal at the state level. PECA provides a framework for local collaborative conferencing between employees and the district.

Miss Rosales moved that the board take no action on the proposal, arguing PECA gives teachers a voice and that local experience under the statute had been constructive. "If we take a motion to dissolve this, we're gonna be sending a message that we are taking our teachers' voices away," she said. Several board members described classroom experience and the practical benefits of teacher leave and voice under local agreements.

Board member Tidwell argued the board should move forward with the resolution, citing instances he described as problematic under collaborative conferencing arrangements. He said the organizations involved can have political activity and that local boards should have latitude to reconsider participation.

On roll call, the board voted 4‑yes to take no action on the resolution and therefore deferred sending any recommendation to the Tennessee General Assembly.
