Ocoee agrees to negotiate with Cover the T's for Forest Lake upgrades and approves $2,500 donation to police‑survivors table

The Ocoee City Commission on Dec. 16 authorized staff to negotiate a single‑source contract with Cover the T's to upgrade the driving range at Forest Lake Golf Club and separately approved a $2,500 sponsorship for a Concerns of Police Survivors event.
Parks and Leisure Director Mark Johnson told the commission the city recently acquired Forest Lake Golf Course and is developing a master plan; staff identified a technology‑driven driving‑range amenity that several local courses have already built. "We are requesting your approval to move forward working with to negotiate, and bring back a contract for approval at an upcoming commission meeting," Johnson said, explaining the request was to begin negotiations with the vendor so the city can secure its place in the local market.
A commissioner asked that, where feasible, contract language require the vendor to use qualified local subcontractors and local labor when they meet bonding and insurance requirements. City staff said that clause could be added to future contracts.
Commissioner Kennedy moved that staff be authorized to negotiate with Cover the T's; Commissioner Oliver seconded and the motion carried.
On a separate item, the commission agreed to fund a table at the regional police‑survivors (blue light) dinner. Commissioners discussed previous discretionary donations and contingency availability. Commissioner Wilson moved to provide $2,500 from contingency for the sponsorship; Commissioner Ferguson seconded and the vote was unanimous.
Both measures were approvals to proceed (negotiation authority and an organizational sponsorship); neither involved final contract approval for construction work.
