Suwannee County approves $184,392 payment after staff admits procurement rules weren’t followed

Suwannee County commissioners voted Dec. 2 to approve payment to Amtek Coatings LLC for work on the landfill leachate tank liner, a budgeted line-item the county said cost $184,392.
A county staff member told the board the work had already been completed and conceded the county had not followed its purchasing policy for that procurement. "We did not go out to bid on this," the staff member said, and added, "I take full responsibility for that."
The county attorney told the board that, even though procedures had not been followed, the county faced liability because the work was completed and a contract price had been agreed. "We certainly have liability if we don't agree to pay it," the county attorney said.
Commissioner Land moved to approve payment; Commissioner Hale seconded. The board voted 4-0 to authorize payment.
Officials said the project had been a multi-year effort with prior contractors backing out and that there had been prior budget line items set aside for the work. Commissioners and staff said they would address purchasing-procedure compliance in an upcoming leadership meeting of department heads.
The payment covers the completed work; staff said they would review purchasing processes and schedule a leadership discussion to reduce the risk of future noncompliance.
