Commissioners direct RFP for fairgrounds roofing after staff warn of failing roofs

LARAMIE — County staff told the Board of Commissioners the roofs on the Beef Barn (multipurpose building) and the Activities Building at the fairgrounds are approximately 25 years old and exhibiting leaks and cracking. Two vendors (Bighorn Roofing and Stonescape) submitted quotes; one Stonescape quote included a note that, for a particular panel style, "this estimate carries no warranty" because of prior panel installation concerns.
Taylor (joining by Zoom) said the Beef Barn roof is the more urgent priority but warned both buildings could be vulnerable in a severe weather event. Commissioners and staff discussed funding sources, noting the county’s building reserve has about $1.88 million; Jennifer (county staff) said the RFP can be structured to accept bids for individual buildings or for all three county building roofs (including other buildings that may need future work). Commissioners instructed staff to coordinate site inspections with the county engineer and to prepare an RFP. One commissioner also suggested offering the work in staggered bids to allow acceptance of the priority project while keeping options for the second building.
What’s next: Staff will prepare and advertise an RFP for roofing work, coordinate inspections and return with cost estimates and recommended award strategy.
