LARAMIE — The Albany County Board of Commissioners on Monday accepted competitive bids for inmate medical services at the Albany County Detention Center and authorized several public-safety procurements.
After reviewing multiple proposals, jail procurement staff recommended continuing with CoreHealth, the current vendor, citing continuity of care and staffing levels required by the RFP. Staff said lower-cost bids either reduced the staffing model requested in the RFP or relied on variable pricing tied to average daily population; for that reason the county recommended CoreHealth even though its annual bid was higher than at least one competitor. Commissioners voted to accept bids and award the contract to CoreHealth; staff noted an aggregate annual medical services figure in the $800,000–$900,000 range in their cost calculations and asked that staff document in writing the rationale for selecting a higher-cost bid over the lowest-cost offer.
The board also approved the purchase of three Ford F-150 police responder vehicles from Ken Garth Ford. Sheriff’s staff said the Wyoming Highway Patrol’s order produced three used vehicles in the county’s preferred color/spec that can be procured at a discount and immediately outfitted to complete the fleet.
Finally, the board accepted a quote from Axon Enterprises to set pricing for body-worn cameras, digital evidence storage and tasers. Staff explained the quote would lock discounted pricing; the system is cloud-based and the county will need a mechanism to transfer existing video if contracts change in future years. Commissioners asked about billing cadence and data-transfer costs; staff said billing is annual and that data migration can be arranged but may carry a cost.
What’s next: County staff will finalize contract negotiations with the selected medical services provider and return procurement documentation to the board. Fleet outfitting and the Axon contract process will proceed under standard procurement timelines.
