Sweetwater commissioners approve Southwest Counseling contract, back trial capital‑maintenance account

HR Director Gary McLean said the renewal preserves continuity while staff work on a possible amendment to identify costs on a per‑patient basis. "For right now, so that we can get services paid for and folks treated, we'd like to renew the existing agreement," he said.
Separately, Melissa Ray Marchetti, interim director and CFO of Southwest Counseling, asked the county to set up a county‑held capital maintenance account for the facilities Southwest Counseling occupies, proposing to move $17,000 of the program’s $50,000 monthly allocation into that account to build a preventative maintenance reserve. Public works Director Jean Legurski described roughly 90,000 square feet of facility space and said the county would likely need about a half FTE to manage the work; staff described mechanics for holding and charging materials to a project account.
The board gave informal approval for staff to proceed to work out details with county legal and finance staff; Commissioners said a formal amendment could follow if paperwork is required.
"We would then create a...holding account within the county," one commissioner said, and Jean said staff could develop options and bring back an amendment if needed. Commissioners praised the foresight to plan for capital rather than reacting to emergencies.
