Summary
The Carroll County Board approved a FY2025 year-end budget amendment reallocating existing funds to cover unanticipated public-safety costs and increasing budgets in the opioid settlement and ARP funds; no new net spending was added, officials said.
Carroll County commissioners on Dec. 17 approved a year-end budget amendment that reallocates existing funds across departments to cover unanticipated public-safety expenses without increasing the county’s overall FY2025 spending.
"We're not adding to that budget, but we're just moving some funding from one department to another to help cover some year end costs that were unanticipated," Finance Director Alicia said in presenting the amendment. She said the opioid settlement fund and the American Rescue Plan fund will see increased budgets to cover public-safety expenses and that sheriff narcotics, juvenile court, the jail store and commissary will use fund balances or increased revenue to meet costs.
Commissioners asked clarifying questions and then approved the amendment by voice vote. The board did not record a roll-call tally in the transcript; the chair declared the motion passed.
The amendment is a routine year-end adjustment, Alicia said, to balance department-level budgets; no new programs or countywide tax increases were proposed at the meeting. Next administrative steps and account-level transfers will be handled by county finance staff under the approved amendment.
