The Carroll County Board of Commissioners voted unanimously Dec. 2 to deny a rezoning requested for 4 acres at 4169 West Highway 166 (ZDash25‑11‑01). The request, from applicant Bobby Morehead, sought to rezone the parcel from agricultural to commercial to allow a tree‑service business, a shop and an on‑site family‑run store selling byproducts such as firewood.
Bobby Morehead told the board he has operated a tree service since about 2020, purchased the property last year, and plans to clean up the site and create a small storefront run by family members. He said the operation employs about four people and that the sawmill he described is a portable hobby unit.
Community Development staff and planning and zoning had recommended denial (5‑0) based on the county’s future land‑use map and the property’s agricultural designation. Ben Skipper, community development director, told commissioners that while running a tree service falls under the commercial category, operating a sawmill would be an industrial use and thus require industrial zoning — a distinction that influenced staff’s recommendation and commissioners’ deliberations.
Commissioner Bailey moved to deny the application citing the future land‑use map and the planning and staff recommendation; the board seconded the motion and voted 7‑0 to deny the rezoning application.
Following the vote, staff advised the applicant to consult Community Development staff about steps he could take for a future application.
