Concord gives construction update on parks bond; several parks move to construction or design

Sheila Lowery, Concord's parks and recreation director, delivered the December update on the city's parks bond program, reporting stronger investment earnings that increased funds available for bond projects. Lowery said two projects are completed (the Academy Gibson and McGinnis aquatic centers and Dorton Park) and three are under construction: Marvin Caldwell Park, JE Jim Ramsor Park and Academy Gibson athletic fields.
Lowery described specific near-term work at each active site: layout and equipment placement for a splash pad and a new restroom building at Marvin Caldwell Park; an expected retaining wall, curb and gutter and a water tap installation at JE Jim Ramsor Park (scheduled during spring break in March to reduce school conflict); and subbase and turf preparation at the Academy Gibson athletic fields. She said the Dave Phillips Park project is finishing design and staff hope to advertise the bid package in January.
Five additional parks are in design, including an Academy Gibson skate park/pump track and a Poplar Tent Trailhead Park, with updated cost estimates to accompany final designs when they return to the council for approval. Lowery also said McAdams has been selected to complete the design scope for the WW Flow park and that the Academy Gibson Recreation Center design is targeted for fiscal year 2027 work.
Council members asked no substantive questions; staff indicated they will bring final designs and updated cost estimates to council before any construction contracts are executed.
