City committee backs parks lease and management reforms to boost transparency and accountability

Council members on the Parks & Environment panel praised an ad hoc committee’s year‑long review of century‑old lease and management agreements and voted to forward a resolution accepting its recommendations.
Councilwoman Cooper Sutton, who sponsored the resolution, said the committee reviewed hundreds of pages of long‑running agreements and aimed to create consistent, public‑facing standards. “We require that all new leases, agreements, and renewals include detailed programming descriptions,” she said, and listed additional measures: clear thresholds for partner maintenance responsibilities, quarterly financial reporting, annual submission of IRS or audited financial statements, standardized insurance requirements and the creation of a compliance manager role.
The resolution also recommends shortening base lease terms to a five‑year standard (with discussion about exceptions for large capital investors), and giving council members voting seats or direct involvement in approving large annual contracts. Council members debated language for mandatory withholding of city funding in cases of noncompliance and agreed to ask the city attorney and legal staff to draft flexible wording that allows the council discretion rather than an automatic penalty.
Deputy Director Marcia Allen and committee members said the changes are intended to ensure community benefit and stronger fiscal oversight; the resolution will return to committee with legal and budget comments before final readings.
