The council considered a request that council member-elect Mister Dolan be allowed to remain in the room during the closed session. Unidentified Speaker 1 asked, "Has he been sworn in yet?" and Unidentified Speaker 2, citing legal advice, said, "The attorney has advised that you not be present for the executive session." The attorney and council members said the exclusion was based on privilege rules tied to sworn status.
After the executive session, the council returned to open session. Unidentified Speaker 2 said there was no action resulting from the closed discussion and, with no further business, adjourned the meeting.
No votes, motions, or policy decisions were recorded on the public record during the special meeting. Interim City Manager Bridges was noted as absent.
