Board awards demolition contract for former street garage; opens bids for park and road projects

The Lebanon Board of Works on Nov. 24 authorized a contract with Ray's Demolition for $75,750 to demolish structures at the former street garage at 1301 Lafayette Ave., and opened multiple bids for upcoming park and road projects.
Engineering Director Kevin Perlick said the city solicited invited quotes for the demolition after City Council authorized funding "not to exceed $100,000." Perlick told the board the "lowest, most responsive and responsible quote was from Ray's Demolition at $75,750" and asked for authorization "to enter into a contract with Ray's Demolition for $75,750" and to authorize the mayor to execute the contract; the motion passed by voice vote.
Perlick then opened bids for the Abner Longley Park storage building renovations. He reported two proposals: Monroe Construction submitted a total (with alternates) of $253,743 and appeared to be the apparent low bidder. Cunningham Construction's upload in the bidding platform displayed $0 for the base bid, but the paper proposal showed a base bid of $440,998; Perlick said staff and legal will review the submissions and return with a recommendation.
On the Elizaville and Elm Swamp Road intersection improvements, Perlick said five bids were received and that Ace Paving LLC appeared as the low bidder at $54,750. He noted the project scope includes new curves on the southeast quadrant, milling and resurfacing, ADA ramps and new crosswalk markings to replace temporary delineators. Staff will review qualifications and documentation and report back.
Next steps: staff will finalize contract paperwork with Ray's Demolition and complete legal review of opened bids before bringing award recommendations for the park and intersection projects to a future meeting.
