The Lebanon Board of Park Commissioners voted to adopt state "build-operate-transfer" (BOT) procurement provisions and authorized staff to issue a request for proposals and qualifications (RFPQ) to advance the Westside Park project.
City Engineer Kevin Curley, who presented the resolution, said the board doption simply enables the board to use Indiana Code Title 5, Article 23 for delivery of a park project and does not itself change the master plan.
