Lebanon approves park impact fee study contracts and hires Veritas as owner’s rep for Westside Park

The Lebanon Board of Works on Dec. 8 authorized professional services to update the city's five‑year park impact fee study and to support the Westside Park redevelopment project.
Derek Warren presented the required park impact fee update and said the city will hire Baker Tilly for the financial and demographic analysis and Cornerstone for landscape-architect and master-plan consulting. “The Baker Tilly contract is, not to exceed $40,000,” Warren said. He added Cornerstone’s contract for master-plan consulting services is not to exceed $12,400. The board approved both contracts and authorized the mayor to execute them.
On the Westside Park redevelopment, Kevin Krolick introduced David Rainey of Veritas Advisors and recommended an owner’s technical representative agreement to assist with the RFPQ process, design and construction oversight. Krolick said the contract is “not to exceed a $195,000, and it will cover really, 18 months of development and construction.” The board approved the agreement subject to legal review and mayoral execution.
Why it matters: The park impact fee study is a statutorily required five‑year update that underpins any future fee ordinance and helps the city estimate infrastructure costs associated with growth. Veritas’s owner‑rep role is intended to provide technical oversight on a project the city estimates could reach roughly $10,000,000 in construction costs.
