The Lebanon Plan Commission on Tuesday approved Parkview Health’s development plan for a hospital and associated medical office uses on about 50 acres south of Interstate 65.
Ben Bontrager, planning staff, told the commission the site will have access from John Shaw Road and the planned extension of Enterprise Drive, and that the hospital will sit in the northern half of the property. "It is a 30 bed hospital along with significant medical office space, and it is a full service hospital," Bontrager said, noting a staff‑report typo that had listed 40 beds.
Kevin Schulz, vice president of asset strategy for Parkview Health, said the health system plans to bring inpatient medical, surgical and specialty care and that Parkview typically "exceed[s] any sort of local codes when it comes to trails," emphasizing walkability and outdoor space for employees. "We're excited about investing in the community," Schulz said.
Bontrager reviewed required buffers, landscape planting, parking calculations and the thoroughfare overlay’s architectural and masonry requirements. Staff found the plan in compliance with the Unified Development Ordinance but recommended approval be contingent on three conditions: addressing remaining technical (tack) comments before applying for building permits, receiving formal drainage approval, and finalizing a signage plan that meets UDO requirements. The motion to approve, made from the floor, was seconded and carried by voice vote.
No members of the public spoke during the item’s public hearing, which the chair opened and closed without public comment. Commissioners asked clarifying questions about sidewalks, on‑site amenities and parking calculations; Bontrager said staff and the applicant will finalize parking numbers as the plan is refined.
The commission’s approval is a site‑plan level endorsement; Parkview must satisfy the listed conditions and secure building permits and drainage sign‑offs before beginning construction.
