Mayor Whelan and the Lakewood City Council on Dec. 1 confirmed Timothy Lewis as Lakewood Municipal Court judge and authorized a four-year agreement to make the role a full-time position.
City Manager Doug Russell told the council, “Before you is the, 4 year agreement, for municipal court judge Timothy Lewis, in this contract, moving that position to a full time FTE.” Russell said the agreement was developed in consultation with the cities of DuPont and Steilacoom, which partner with Lakewood on the contract.
Council member Ryan Pearson moved adoption of Motion 2025-86, which the clerk read into the record as “confirming the appointment of Timothy Lewis as Lakewood Municipal Court judge and authorizing the execution of an agreement for municipal court judge services.” Deputy Mayor Mary Moss seconded the motion. Mayor Whelan said, “All I can comment is gratitude for a job well done,” and thanked Judge Lewis for his “steadfast professional commitment.”
The council approved the motion by voice vote and the mayor invited Judge Lewis to the dais for a swearing-in; Lewis affirmed he would “faithfully discharge the duties of the office.” The council then took photographs and completed the formalities.
What the motion does: the contract extends judicial services for four years and converts the municipal judge position to a full-time equivalent (FTE). The motion and staff presentation indicate the contract will continue Lakewood’s collaborative arrangement with DuPont and Steilacoom but do not specify salary, effective date, or budget appropriation in the recorded discussion.
Next steps: The contract execution was authorized at the meeting; the clerk’s reading and city manager’s statements indicate staff will complete the agreement paperwork. The transcript does not include a roll-call vote or individual vote tallies, only a voice vote and the mayor’s announcement that the motion “has been adopted.”
