Council begins special-assessment process for Arrowhead Drive street improvements

The Monona Common Council took the first step Dec. 1 toward reconstructing Arrowhead Drive by approving a preliminary resolution under Wis. Stat. §66.0703 to initiate a special-assessment process.
Public Works staff explained the assessment district covers Arrowhead Drive from Vokes Lane to Wildhaven Avenue and includes 14 parcels. Under city ordinance and the draft assessment report, 60% of reconstruction costs would be assessed to the affected properties and the city would pay the remaining 40%. Historically the city has offered an eight‑year installment plan for assessments, and staff said a similar repayment schedule will appear in the January assessment report.
Notices with preliminary estimated assessments were mailed to property owners Nov. 21; staff will present a full assessment report in January and hold a public hearing on Jan. 5. The resolution was presented as a first reading on Dec. 1 with a second reading scheduled for Dec. 15.
Councilors asked about the current pavement width and confirmed the planned finished width of 30 feet; staff said the existing paved width may be narrower and provided follow-up detail later in the process. Staff invited questions and said they will return with the assessment report and detailed project description for council approval.
