Monona council approves Arrowhead Drive special assessment, library tax exemption and Bloom exterior revisions

Preliminary special assessment — Arrowhead Drive: Council considered Resolution 25-12-2849 authorizing a preliminary resolution to exercise special-assessment powers under state statute for street improvements on Arrowhead Drive. Dan (Public Works) reported the Public Works Committee recommended approval at its Dec. 3 meeting; the council moved, seconded and approved the resolution by voice vote. The resolution cites Wisconsin statutes for special-assessment authority (section 6.0703, as listed in the meeting packet).
Dane County library tax exemption: The council also approved Resolution 25-12-2850, which declares Monona exempt from the Dane County library tax because the Monona Public Library meets county standards. Ryan, the library director, explained the vote removes the county library tax from Monona residents’ county bills for another year.
Bloom building exterior and site revisions: Council approved Resolution 25-12-2851, which accepts substantive changes to the Bloom precise implementation plan. The revisions remove a proposed west-side carport (originally intended to carry rooftop solar) after the developer consolidated solar panels on the main roof, and retain the installed siding color with a condition that additional perimeter landscaping be added. Planner Doug and architect Leah Teske represented staff and the developer; the Planning Commission had recommended unanimous approval with the landscaping condition.
Appointments and adjournment: Council accepted appointments (motions recorded) and adjourned the meeting.
