Staff reported the application had been tabled at a prior meeting pending changes to the building design; revised renderings with a pitched roof and reduced metal were judged by staff to satisfy the Village Center District’s Germanic‑theme design expectations. Jordan said staff’s recommendation to approve is subject to 11 conditions in the packet, including adding a sidewalk connection from Mequon Road and addressing four traffic impact analysis recommendations.
Owner‑operator Dan Bridal and contractor Jay Campbell described market analysis and site planning. "Culver’s corporate...has looked specifically at this site from a demographic standpoint and determined that this is a good location," Bridal said. Commissioners asked about driveway sequencing, drive‑through stacking and whether the commercial proposal should precede multifamily development in the corridor; Culver’s representatives said market demand underpins their timing.
A motion to approve the Culver’s site development and building plans with staff’s 11 conditions passed by voice vote. Conditions include constructing the site driveway concurrent with the restaurant, implementing TIA recommendations, adding pedestrian connectivity to Mequon Road, and meeting final public‑works and forestry comments.
Next steps: the applicant will submit final driveway design and construction plans to staff for review and fulfill the packet conditions prior to building permits.
