Cobb County Procurement Services opened six solicitations on Dec. 18, 2025, and read vendor names and prices for each submission. Cameron Ebeler, Senior Procurement Specialist for Cobb County Procurement Services, conducted the bid opening and said, "We have 6 solicitations to be open today." He also announced the next regularly scheduled bid opening would be Thursday, Jan. 22, 2026.
The largest solicitation read was B2926, an Invitation to Bid for "Resurfacing Contract 2026-4 — countywide major thoroughfares (LMIG)." Ebeler read five responses and confirmed bid bonds were included for each. The bids read were: C. W. Matthews Contracting Company — $11,614,078.50; Magnum Paving LLC — $12,464,797.50; Blount Construction Company, Inc. — $12,094,312.73; Con Summit Construction and Development — $12,949,991.25; and Baldwin Paving Company, Inc. — $12,121,487.23.
Procurement also opened B2512, an ITB for Mars Hill Road ITS Communication Phases 3B and 3C. The bids read were NGT Group LLC — $749,200.38; Reed Wick LLC — $952,459; and Luminate Transportation Technologies LLC — $973,448.65. Ebeler noted bid bonds were included with the responses.
For traffic-signal upgrades (B2597, flashing yellow arrow upgrades for 2025), Procurement read bids from Smart Road Technology LLC — $422,387; Glosson Enterprises — $590,045; GTG Traffic Signals — $446,485; Reed Wick LLC — $466,822; American Lighting and Signalization — $769,007; and Luminate Transportation Technologies LLC — $445,711.85.
The county also read proposals for RFP 26-6952, design and building services for a new Fire Station 29. Because the RFP is evaluated on multiple qualitative factors, Ebeler read proposers' names only: Benning Construction; Carol Daniel Construction; Cooper and Company General Contractors, Inc.; John W. Spratlin and Son LLC; and Reeve Young LLC.
RFP 26-6955, for bond counsel/issuer disclosure counsel services, included submissions from Butler Snow LLP and Kutak Rock LLP; procurement staff read vendor names only due to qualitative evaluation criteria. ITB 266956, for the purchase and delivery of sodium hypochlorite, listed Harcross Chemicals Inc. and The Daiko Company Inc.; because the solicitation includes multiple pricing elements, vendors were read only.
Ebeler said preliminary bid results and awards (once approved) are available on the county procurement portal or the open-government portal and provided the county procurement web address. "Preliminary bid results and bid awards once approved are also available either through an open gov portal or on our website," Ebeler said. He closed by thanking viewers.
Procurement staff will post award decisions and any required approvals on Cobb County's Procurement Services site; the next read of solicitations is scheduled for Jan. 22, 2026.
