Lebanon council approves multiple appropriations for street projects, personnel and CCD projects

At its Dec. 8 meeting the Lebanon City Council approved several budgetary resolutions for capital and operating needs.
Resolution 2025‑38 authorized additional appropriations totaling $1,769,766 to support Witt Road and Noble Street projects (engineering, right‑of‑way and match commitments tied to earlier grant approvals). Staff said the appropriation reflects the funding schedule the city committed when applying for state grant assistance.
Resolution 2025‑39 added $555,084 to personnel and insurance lines, including fire overtime ($110,100), Fire PERF and Police PERF lines and citywide insurance increases. Staff explained overtime pressures from staffing and higher insurance costs than budgeted.
Resolution 2025‑41 appropriated $1,133,263 in CCD funds to cover Grant Street phase‑related matching and contingency, Thompson Street work, Elizaville and Elm Swamp intersection items, and $8,000 for police operations and maintenance (A/C and electrical repairs). Staff said returned grant receipts and construction savings allowed the city to redirect funds to parks and other projects while leaving contingency for Grant Street phase 2.
Resolution 2025‑42 appropriated $180,000 from the sanitation fund to cover a near‑term shortfall in waste‑hauler payments caused by billing lags, increased dumpster usage and timing of collections; staff said the fund has a balance and the appropriation will cover the month of December.
Resolution 2025‑43 authorized the investing officer to place certificates of deposit with depositories designated by the state board of finance (IC 5‑13‑9‑5) for one year; council approved the authorization.
All listed appropriations were approved following public hearings (no substantive public testimony on the appropriations) and unanimous or voice votes as recorded in the meeting minutes.
