The Fairfax County School Board Public Engagement Committee on Dec. 15 approved redline edits to its strategic governance manual and agreed to forward the revised language to the full board for final action. The committee approved changes intended to clarify speaker categories, tighten speaker-decorum expectations and adjust the public-registration process.
Committee members said the edits include changing the online registration open time to 8 a.m. to match staff hours after changes to Google forms prevented automatic opening and closing. "So that's why we're proposing 8, which is when the office opens," Unidentified Speaker 2 said while outlining the technical constraints that prompted the adjustment. The edits also refine the random-lottery language for cases with more than three student speakers, establish a speaker waitlist and clarify eligibility for repeat speakers.
Unidentified Speaker 3 moved to accept the edits and send them to the full board. The motion was seconded and the committee chair announced, "It's approved." Committee members discussed adding a short speaker-decorum section and whether the chair could cut off a speaker who violates decorum; one member noted legal guidance from counsel that the only narrow legal prohibition pertains to broadcast-restricted language. "There's also so we do have legal guidance from counsel... the only thing that a speaker can't say at the podium is one of the words the FCC bars from being broadcast," Unidentified Speaker 3 said.
Staff said the edits also add modest timing and signage changes to public-hearing procedures to give the public and staff more time for notices and to update an out-of-date citizen-participation email address. The committee agreed the redlines will be posted and reviewed and that any final edits would be returned to the full board for approval.
The committee approved the motion during the meeting and will send the redlined governance-manual language to the full board as a recommendation for formal adoption.
