Lakewood updates code to expand allowable locations for childcare centers

The Lakewood City Council unanimously adopted Ordinance 842 on Dec. 15, amending municipal code sections that govern allowable locations and related regulations for childcare centers.
Planning Manager Tiffany Spear summarized the ordinance (packet begins on page 123) and noted two attachments: the ordinance text and a responses-to-public-comments document from the earlier public hearing. Spear said the code changes reflect study-session conversations and public hearing input and include an administrative requirement in the online permitting system that asks applicants to acknowledge any applicable covenants, conditions and restrictions (CC&Rs) before applying.
Council discussion was supportive. Councilmember Branstetter said the ordinance moves Lakewood 'into the vanguard' on childcare issues and can increase availability over time; Councilmember Bokey said the ordinance aligns city policy with expected state legislative direction and may modestly increase supply. Mayor Whelan noted the city’s role as a host community to Joint Base Lewis–McChord and the importance of family-friendly amenities.
Councilmember Bokey moved adoption; the measure was seconded and adopted by voice vote. Council and staff indicated the item had been reviewed in depth at prior study sessions and the public hearing materials are included in the record.
Spear also answered a member’s question about CC&Rs, saying the permit system requires applicant acknowledgment of relevant covenants so applicants verify restrictions before proceeding.
