Groves administers oaths to newly elected council members and elects Rayshawn Gay mayor pro tem
Summary
The council administered the oath of office to newly elected council members Mark McAdams (Ward 1) and Charles Challette (Ward 3), and then elected Council member Rayshawn Gay as mayor pro tem following customary rotation to Ward 4.
The Groves City Council administered the oath of office to newly elected council members for Ward 1 and Ward 3. The presiding official led each member through the oath; Mark McAdams and Charles Challette repeated the oath and concluded with "so help me God." Council and staff welcomed the newly sworn members.
Later in the meeting the council moved to elect a mayor pro tem for the coming year. Following stated past precedence that the position rotate to Ward 4, Council member Rayshawn Gay was nominated and seconded. The council voted to elect Gay as mayor pro tem, with ayes recorded.
The council also approved prior meeting minutes in two separate votes earlier in the meeting (10/20/2025 codes hearing and 10/27/2025 city council meeting).
