Commissioners permit targeted setback changes for Toll Brothers lots, hold driveways to existing length and preserve impervious cap

Toll Brothers asked the board to reduce front setbacks on lots 16–23 to allow house footprints to move forward and create larger rear yards for the builder’s single‑family plans. The company showed a revised site plan and said doing so would improve backyard usability on lots constrained by drainage easements, a retaining wall and adjacent commercial parcels.
The East Cobb Civic Association and several neighbors opposed reducing driveway lengths and enlarging buildable footprints, noting the final site plan approved in 2023 had established 22‑foot driveways, no street parking and an overall 40% impervious limit for the residential area. ECCA and a neighborhood representative asked that any reduction in front setback not enlarge buildable footprints or reduce driveway length below 22 feet.
After discussion the board approved an amendment limited to lots 16–23 that reduces front setbacks but compensates by increasing rear setbacks by the same distance on those lots, preserves the 22‑foot minimum driveway length, and retains a 40% maximum impervious surface cap. Staff conditions and stormwater/fire comments remain in effect, and the District Commissioner will review house and driveway plans for these lots prior to construction.
