Urbana Park District updates board on pavilion construction, Perkins Road work and Prairie/Weaver phase 2 planning

District staff provided a series of capital-project updates at the Dec. 9 board meeting, covering the pavilion, Perkins Road site work, and phase 2 design work for Prairie/Weaver.
Derek presented mid-November photos showing the pavilion structure erected but noted masonry and finishing work are delayed by cold weather. He described three change orders: (1) a pre-construction change to meet DBE goals that altered the source of the pavilion structure; (2) a $13,500 change covering an added light pole and a swap to a district-standard water fountain; and (3) a foundation/structural adjustment of about $4,000 tied to engineering shop drawings. After those changes Derek reported the remaining contingency at about $18,031 and the total construction contract (including change orders) at $973,054; the district has submitted three pay applications totaling roughly $275,000 to date. Derek said pay applications are reviewed by Farnsworth (engineer) before being sent to the park district for payment.
On Perkins Road, staff reported preliminary engineering, survey work, accessible-parking design and a culvert replacement need; Derek and Rachel are negotiating an intergovernmental agreement with the sanitary district for potential funding and plan to bring more information to the board in January. IMEG is the engineering firm expected to provide construction engineering services.
Derek also reviewed phase 2 of the Prairie/Weaver master plan (utilities, parking, regraded soccer fields, trails). He said the board will see a design proposal and bidding package in January; the project will include alternates in bidding to protect the budget, and future phases may add playgrounds, a spray ground, and courts. Funding noted for the plan included DCEO funds, grants and donations; Farnsworth will continue technical review and "FarmersVerse" was referenced as a planning partner in the transcript (spelling in transcript may be uncertain).
Board members discussed field layout, rotation and parking needs; several speakers observed that the site contains more acreage than the previous location and that alternate configurations could accommodate multiple field sizes.
Next steps: staff will return with final design and scope for phase 2 in January and will continue IHGA/IGAs and funding discussions for Perkins Road.
