City Manager Bartlett used the Nov. 24 meeting to update council on multiple capital projects, emphasizing the Depot Street stormwater project. He said the project’s pre-construction estimate was about $228,800 and noted a county planning and development recommendation for roughly $153,000 toward the effort, leaving a city share of about $75,200. Bartlett explained the CDBG-funded portion and the Appalachian Community Grant phase 2 are tied together and that the CDBG portion must be completed before other work begins.
He told council the proposed resolution on the agenda would authorize the city manager to enter into an agreement with Verandis for professional services to prepare construction drawings and design documents so the project can proceed if funding and federal budget approvals align. Bartlett also referenced timing concerns tied to the federal HUD budget and said design work is intended to move the project into construction-ready status for spring implementation.
