County staff confirmed the owner had certified the petition and that staff are prepared to forward it to the state for formal review and establishment of the service district. The commission discussed alternatives (county-managed infrastructure vs. a service district) and noted the county would not assume full construction responsibility.
Commissioner Mann moved to approve the petition; the motion was seconded and carried by voice vote. Staff will forward the petition to state authorities to begin the district-formation process.
