San Juan County commissioners voted Dec. 16 to adopt a data-privacy ordinance designed to align county practice with Utah’s government data privacy act and to approve a corresponding 2025 privacy-policy statement for county websites and online forms. The ordinance adds procedures for department-level reviews of approved software purchases, including a role for the county CEO/CPO to evaluate data collection and storage risks.
Commissioners also discussed a recent Zoom security incident and a subsequent report by a county reviewer (James Redd). County staff said they had implemented several technical restrictions on public access to the meeting platform (limiting unmuting and screen control) and will consider Redd’s additional recommendations where appropriate. Commissioners noted that some recommendations could require further policy updates and additional resolutions.
A motion to adopt the ordinance and updated policy was approved by voice vote. County staff will post the privacy policy on departmental websites and include QR links on online forms to explain what data are collected and how they are protected. The commission flagged follow-up work to review James Redd’s recommendations and to make any necessary ordinance or procedural refinements in the coming weeks.
