Council approves HUD-required annual action plan for FY 2026–27 funding

Moreno Valley — Finance and management services staff opened a HUD-required public hearing on Dec. 2 to initiate the city's annual action plan for program year 2026–27, the period beginning July 1, 2026.
The staff report outlined anticipated funding levels: approximately $1,900,000 in Community Development Block Grant (CDBG) funds, $700,000 in HOME Investment Partnerships Program (HOME) funding, and just under $200,000 in Emergency Solutions Grant (ESG) funding. Staff said completion of the public-engagement steps required by HUD will allow the city to allocate funds to subrecipients beginning July 1, 2026, and to ensure spending is completed by June 30, 2027.
No members of the public requested to speak on the item. The council approved the public hearing item and moved to the next agenda item by voice vote (Councilmembers Bernard, Gonzales and Mayor Pro Tem Santa Cruz voting yes).
