Moreno Valley to begin video recording and streaming closed‑session openings and report‑outs starting Jan. 6

After public comment pressing for more transparency, the Moreno Valley City Council voted to change its order of business so the pre‑closed‑session portion and the report‑out from closed session will be video recorded and made available the same day.
City Manager Brian Mohan described the technical approach: the media team will record the council chamber up to the moment the city recesses into closed session. During the closed session recess the video will show a recessed screen; the city attorney will return to report any reportable action on the same day. Mohan said the agenda software and media team have the capability to run the closed‑session video in the same way regular meetings are recorded.
City Attorney Steven Quintanilla and several council members noted that the closed session discussion itself remains confidential under the Brown Act and that personnel, litigation and real‑estate negotiation subjects are properly discussed in closed session when allowed by law. Dozens of public commenters, including Roy Blecker and Luis Palomares, urged immediate implementation and broader openness.
Council approved the change unanimously and staff said implementation will begin at the January 6, 2026 meeting.
What happens next: Staff will coordinate with the media team to produce the closed‑session video files, add the links to the city’s agenda portal, and begin the practice on Jan. 6, 2026.
