Committee reviews sidewalk snow‑removal ordinance and hears disability access concerns after winter plowing

City staff summarized Urbana's sidewalk snow‑removal ordinance, explaining that property owners in designated snow‑removal districts must clear adjacent sidewalks and ramps within 24 hours of a declaration by the public‑works director, and that community‑development inspectors enforce the rule and may issue warnings or fines if property owners fail to comply. A resident identified in the meeting as Sarah described several locations where plowing has left curb cuts and crossings inaccessible for wheelchair users, saying she had to travel in the street to continue her route and that some curb cuts were completely blocked. She urged the city to adopt methods that keep curb cuts passable after plowing and offered to document problematic stretches with video for mapping. "Most of the time after it snows, I am trying to get to places without just driving my wheelchair, but sometimes I don't always have that option...I have encountered in at least 3 different places throughout Urbana, where the way that they got plowed, the curb cuts are no longer accessible," Sarah said.

Staff noted a volunteer Snow Angels program that supplements clearing and said they are exploring tools such as ADA complaint intake forms, improved priority mapping for ramps, and a contractor‑on‑call model that could be used in and outside ordinance zones if demand warrants it. Staff said the city is evaluating options but could not yet commit to expanding clearing this season.
