Working group urges contract finalization with Veo, proposes designated parking hubs

Members of the bike‑share working group and a university representative described progress on a packet of documents and suggested next steps for a contract refresh or renewal with Veo. A working‑group member said the group has circulated initial suggestions and hopes to coalesce recommendations in January once a city staff liaison is formally appointed. "What we have right now, again, thanks to Carmen, is a packet or folder with the extent of documents that we can work with," the working‑group member said.

Discussion focused on tools to reduce abandoned or improperly parked e‑bikes, including designated downtown or neighborhood hubs (a model described from Champagne), pricing or ongoing meter charges for bikes left in the wrong place, and possible incentives for users who return bikes to designated spots. A university representative described campus pilot plans for off‑rack locations painted on pavement and said it is implementing several drop‑off locations. Several members emphasized that the top priority is finalizing the vendor contract: "Our first step should still just be to get the contract in first and then add more stuff as we go along," a university representative said.

Committee members also cautioned about open‑meeting rules and advised that staff should vet recommendations for legal viability before extended discussions outside public meetings. The working group agreed to circulate the existing documents to BPAC for review and to coordinate three‑way conversations among city staff, the university, and Veo when appropriate.
